Tax Registration After Incorporation: BIR NewBizReg, ORUS, and the Philippine Business Hub
A Certificate of Incorporation establishes the juridical entity, but it does not complete the company’s tax and operating registrations. A newly incorporated business must identify the proper Bureau of Internal Revenue channel, complete its taxpayer records, and prepare for bookkeeping, invoicing, withholding, return filing, and payment obligations before commercial operations begin.
NewBizReg is an alternative registration channel
The BIR describes NewBizReg as an alternative means of submitting an application for registration of a head office or branch. The applicant prepares scanned documentary requirements and submits them to the Revenue District Office having jurisdiction over the registered address. Selecting and documenting the correct principal office is therefore an important early decision.
Submission quality affects processing
Corporate applicants should follow the current BIR checklist and ensure that every attachment is readable, complete, and consistent with the SEC records. The NewBizReg portal provides a tax-type questionnaire and currently states a combined file-size limit for an email submission. An incomplete or internally inconsistent package may require clarification from the RDO.
The Philippine Business Hub links government registrations
BIR Revenue Memorandum Circular No. 91-2024 describes the Philippine Business Hub as an integrated platform involving the SEC, DTI, BIR, SSS, PhilHealth, Pag-IBIG, and selected local government units. The actual coverage should be confirmed for the corporation and locality rather than assumed from the availability of the portal alone.
ORUS supports registration and later updates
The BIR also recognizes the Online Registration and Update System as an electronic facility for registration and changes to taxpayer information. The company should use the official channel intended for the transaction and avoid duplicate filings through several routes unless the responsible RDO directs otherwise.
Prepare the compliance system before the first sale
Management should determine applicable tax types, accounting responsibilities, payroll and withholding procedures, invoicing arrangements, and filing deadlines before issuing invoices or making taxable payments.
